Voltage class tells you the battery platform architecture. It does not tell you whether one tool is better. Modern electronics and current capability make performance overlap heavily between voltage classes.

Runtime, output and weight are separate decisions

A pack with more watt-hours usually runs longer, but the biggest pack is not automatically the best pack on every tool. A compact drill or impact driver can become tiring with a large high-output battery, while a circular saw, grinder or vacuum may benefit from the extra current capability and runtime. Build a small mix of battery sizes around the tools you actually use instead of buying only the largest packs.
